I think they get the rights until the next draft. Teams usually wait until it looks like someone is going to wash out before they would use a pick on them.

That's the way the rules were for Drew Henson a few years ago.

If he was drafted, the team had 1 year to sign him, or he was eligible in the next daft. If taken there, that team would have had 1 year to sign him. After that second year was up, it was availabliilty as a free agent.

I hope his source is as accurate as most of our posters here:
I've been giving the Browns Quinn for weeks now, but this week a league source told me Cleveland decision-makers are "locked in" on the Notre Dame quarterback. After drafting the rookie quarterback that owner Randy Lerner favors, Browns GM Phil Savage and head coach Romeo Crennel need time to develop him, right? Quinn might wind up buying them some job security.

My predictions?

1. Jets fans will boo even if they select Jesus Christ himself with their second round pick

2. Any QB taken in the first half of the first round will play behind a paper thin O-line and fail miserably.

3. Whoever gets Quinn Pitcock will be pleasantly surprised.

4. Anthony Gonzalez will disappoint

5. Mel Kiper will be wrong. A lot

6. Berman's nickname schtick will get old about 6 years ago

7. Keyshawn will be more annoying than Irvin.

8. "SEC speed" will be the most common phrase of the day

9. Garrett Wolfe will be taken late on the first day, but may the first to score out this year's rookies.

10. Calvin Johnson is the best player available in the draft

2. Bengals, 2001: Owner Mike Brown has taken a lot of grief for his recent run of bad boys in Cincinnati, but this draft gave the Bengals the nucleus of their playoff team. The first pick was Justin Smith, their best defensive linemen with 40? sacks since then. Their second pick was Pro Bowl receiver Chad Johnson and the seventh-rounder was a receiver named T.J. Houshmandzadeh. They also grabbed their starting running back, Rudi Johnson, in the fourth round. They missed on their other three picks, but who really cares?

3. Browns, 2003: This is the Jeff Faine draft. Cleveland has had some awful first-round picks in this decade from running back William Green to Gerard Warren to tough-luck Courtney Brown. Of this franchise's 61 selections in the last seven years, 27 players are out of the league. The only two players left on the roster from this draft are long-snapper Ryan Pontbriand and reserve linebacker Chaun Thompson.

Honorable Mention: 1999 Bengals: QB Akili Smith was taken with third overall pick, but rest of picks were awful, too; 2003 Texans: Andre Johnson in the first round and seven other guys who are no longer with the team; 2001 Cowboys: No first-round picks, but nine were drafted, headlined by QB Quincy Carter, and none played last season in Dallas.

5. Antonio Pittman, Ohio State (5-10?, 207; 4.43)
Pittman had a complete workout at the Combine. He ran his 40s in 4.40 and 4.45 seconds, the short shuttle in 4.15 and the three-cone drill in 6.84 (he ran better at Nebraska's Pro Day). He also had a 36?-inch vertical jump, a 10-foot-3 broad jump and 16 bench presses. He was a "grey shirt" before playing as a freshman in 2004 and rushing for 381 yards as a backup. He rushed for 1,000 yards in his sophomore season, then rushed for 1,331 in his junior season. He became the fifth rusher in school history to achieve back-to-back 1,000-yard seasons. He makes good cuts and can elude people while running. He can hit up inside or bounce outside, and he has good hands. He has a lean body, but he's not real big. He needs to improve his pass blocking (most college backs do). He will be a starter, and with his hands, he's a three-down back. He is a patient runner with a good feel for finding the holes.

Worst Pick

Kiper: Chris Spielman
I thought he would be a fourth-round pick or should be a fourth-round pick. He ended up being a second round pick (29th overall, 1988) and was a heck of player for the Detroit Lions. I was wrong on that. Chris said he put my picture up in his room, and when he woke up at 3 in the morning, he looked at that picture and would do 300 situps. I was wrong and it helped me. Players who have those kind of intangibles mean a lot more than being the prototype from a size-speed standpoint.

I wouldn't hold out hope on that. Him accepting a "low-ball" offer for a team I can't imagine anybody wanting to play for seems about as likely as Charlie Weis passing on dessert. In a perfect world, the Raiders grab Russell and the Lions snatch Quinn (I actually think Quinn could excel in Martz's system). That leaves the Browns to trade down with Atlanta who seem to really want CJ and stockpile additional draft picks.

NEW YORK - Casual fans didn't discover JaMarcus Russell until the Sugar Bowl last January. Neither, apparently, did some NFL scouts - not to the extent that they're on to him now as the likely No. 1 pick in Saturday's draft.
In those three-plus hours, Russell's 332 yards and two touchdown passes carried LSU to a 41-14 win over Notre Dame. That performance helped propel him to the top of the 2007 NFL draft class over the presumptive heir to that spot, Notre Dame's Brady Quinn. Never mind that LSU was simply the better team, Quinn's 15-of-35 for 148 yards with two interceptions put a huge question mark after his name.

That is a good move on their part. Especially if it keeps Quinn out of Cleveland. Split the difference from the 2nd and 3rd pick last year and offer it to Quinn. His best case scenario has him getting 3rd pick money and if that doesn't work he will be drop down closer to 10. Take the lowball offer and the #1 spot in the draft.
