not reporting the incident and not punishing the players is the very definition of covering it up.

how? he got the email in April. did he go to the compliance department? no. did he suspend the players? no. then he signed that form that stated that everyone was eligible and in compliance. THEN, when everyone else found out in December, he tried to play dumb at first, tried to act like he was covering for the lawyer second (was that dude sanctioned by the Bar? he should have been.)
then FINALLY came clean FIVE MONTHS after it was first reported, OVER A YEAR after he first learned of the tat scandal. if that's not covering it up, then what the hell is?

Huge difference between not telling someone and deliberately making an effort that no one finds out.

Example: A teenager gets a scrape on his dad's car when he borrows it, but doesn't tell him about it. He's not covering up the fact the scraped the car...he's simply not telling his dad about it. His dad will probably eventually find out about it (just as in the Tat incidents). But if he tries the put some cheap assed paint on the scrape or uses a paint scratch pen on it in order to hide the scratch, that is a coverup (both figuratively and literally). He is taking an acitve role in attemping to make sure no one finds out about the scratch.

The Ohio State University football team is one win away from an undefeated season. However, due to imposed sanctions, they are not allowed to participate in their conference's championship game or the following bowl season. While a punishment for past indiscretions is to be expected, a bowl season ban is too harsh for a few young men trading memorabilia for tattoos and some change. The offending players and coach who covered it up are no longer part of the program. Please exercise your executive power to pardon the NCAA's excessive sanctions placed on The Ohio State Buckeyes to enable a rightful, satisfying culmination to the college football season for the American people.
