Ted Ginn Jr. has never been the player he was projected to be when he showed flashes of breakaway speed as a deep receiving threat and kick returner for Ohio State.
He lasted three years with the Miami Dolphins, who drafted him ninth overall in 2007.
The past three seasons in San Francisco he was used almost exclusively as a returner, a role that was reduced each year.
But as someone who once ran a 4.28 second 40-yard dash, Ginn still holds the promise of outracing defenders and making things happen whenever he touches the football.
Now, Ginn has a chance to resurrect his career in Carolina, where there is stability at quarterback and a coaching staff willing to give him opportunities.
?You want to put the ball in the hands of your playmakers, and that?s what we?re focusing on and talking about in terms of offensively,? Panthers coach Ron Rivera said. ?What can we do to get enough touches for the guys who can make plays?
?You hear things from the outside about players. But then when you see him for yourself, and you sit there and you go, ?Wow.? Watching Ted?s speed, his quickness, his route-running ? and he?s catching everything right now. So we?re real excited about that, and his potential as far as a return man?

CHARLOTTE ? Wide receiver Ted Ginn has been known more as kick returner Ted Ginn in recent years.
That speaks to his ability on special teams and his limited role in the San Francisco 49ers offense over the last three seasons.
And when it comes to returning kicks, the explosive Ginn is one of the league's best.
"He's a natural at it," head coach Ron Rivera said.
Ginn has a 23.2-yard career kick return average with three touchdowns. This past season, Ginn ranked third in the NFC with a 10.3-yard punt return average.
The year before, Ginn became just the 12th player in NFL history to return a kick and punt for a touchdown in the same game.
Ginn opted to sign with the Panthers as an unrestricted free agent this offseason, and his return skills have already made an impression on Rivera.
"You hear things from the outside about players and then when you see them for yourself, you sit there and go, ?Wow,'" Rivera said.
Ginn wants to continue to make an impact in the return game like he's done throughout his career, but he's also intent on acquiring more responsibilities as a wide receiver.
"I think I am a triple threat," Ginn said, referring to his abilities as a wide receiver, kick returner and punt returner. "I think I can do it all. I have to learn the playbook, run routes consistently and just stay with it."

CHARLOTTE, N.C. -- If there was a star of the Carolina Panthers' minicamp in Thursday afternoon?s session, it was Ted Ginn Jr.
On two different occasions, Ginn used his speed to get open and catch deep balls from Cam Newton.
?That?s kind of part of the reason he?s here coach Ron Rivera said. ?Obviously, with his speed, we know he can blow the top off the covers and he?s showing. He?s going. I think he?s going to help us with some of the complimentary reps that we?ll have."
It?s ironic, but what Ginn flashed Tuesday must have been something similar to what the Miami Dolphins envisioned back in 2007 when they used a first-round pick on Ginn. But Ginn never materialized into a consistent threat in three seasons in Miami. He then spent the past three seasons in San Francisco, where he barely was used as a receiver, but was the primary return man for the 49ers.
But the Panthers are hoping that maybe a fresh start might re-launch Ginn?s career as a wide receiver. He?s going to get a chance to compete with Domenik Hixon, Joe Adams, Kealoha Pilares, David Gettis and Armanti Edwards for the third receiver spot.
If Tuesday?s practice was any indication, Ginn might have the early lead because his speed looked tantalizing.
?A 5-yard pass could turn into a 25- or 30-yard gain before you know it," Rivera said.

Carolina Panthers receiver Ted Ginn Jr. aims to prove he?s more than a special teams ace after being all but forgotten in San Francisco?s offense the last couple of seasons.
Now the six-year NFL veteran is looking to take advantage of a ?fresh start? with the Carolina Panthers and prove to critics he can still play wide receiver in the NFL and be more than just a returner.
Ginn, the ninth overall pick in the 2007 draft, left the San Francisco 49ers this offseason as a free agent after what he called a ?tough season.? Although the 49ers reached the Super Bowl, Ginn was pretty much a non-factor in the passing game, catching only two passes.
He was used in the return game, primarily on kickoffs, but Ginn said he?s ready to contribute more.
?I want to show the world that I can still play receiver,? Ginn said. ?I got kind of bashed over the years, being labeled a specialist.?
It wasn?t always that way.
During his first three seasons in the league with the Miami Dolphins, Ginn averaged 43 receptions and was used frequently as a ball carrier on reverses, as well as on special teams as a kickoff and punt returner.
But it wasn?t enough production for the Dolphins, who traded Ginn to the 49ers for a fifth-round draft pick after three seasons.
Over the last three seasons in San Francisco, Ginn?s playing time in the offense dwindled.
He caught 31 passes in his first two seasons in the Bay Area before disappearing almost completely in 2012. This past year he fumbled four times, losing three, which didn?t help matters.
But he still can?t pinpoint why he never really got much of a shot on offense.
?You kind of get caught up in the politics a little bit, that side of the game,? Ginn said. ?You just have to roll with the punches and keep your name clean and your name right.
He?s eager for a fresh start.
?I want to get back on track,? Ginn said. "Last year was a tough season. We went to the Super Bowl. But individually, I didn?t feel like I got the proper reps I was supposed to.?

SPARTANBURG, S.C. -- As Ted Ginn Jr. went through the free agency process last winter, the Carolina Panthers stood apart from the rest of his suitors.
"A lot of guys see me as a punt returner or a specialist," Ginn said. ?But, here, they were like, ?'Just come in and show us what you?ve got.'"
Ginn is a return specialist and a very good one. But he wants to be more in Carolina. He wants to be a productive wide receiver.
That?s something Ginn really wasn?t the last three seasons for the San Francisco 49ers. Last season, he caught only two passes for a yard on a team that went to the Super Bowl.
?When you?re fighting for a Super Bowl, you have to give up different things," Ginn said. ?You have to become a team player. That?s what I did last year, I became a team player."

SPARTANBURG Ted Ginn Jr. said he wants to ?take it slow? during his first training camp with the Panthers.
Say what you will about Ginn?s sometimes-suspect hands or his issues with fumbling, but the return specialist never has done anything slowly.
?It?s kind of hard to show slowness,? Ginn said.
The Panthers? first full-pads practice Sunday gave fans a look at Ginn?s potential for big plays and his past problems. Ginn, who signed a one-year deal during March, made several tough catches and showed off his speed on a couple of deep routes.
But he also dropped a Cam Newton pass that hit him squarely in the hands.
Ginn, the 2007 first-round pick of the Miami Dolphins, is just happy to be competing for a spot in the Panthers? receiving rotation after being relegated to returning punts and kickoffs in San Francisco during the 49ers? run to the Super Bowl.
Ginn, who caught two passes for 1 yard during 2012, heard from a couple of teams during free agency, but he said the Panthers assured him he would get a shot as a receiver and a returner.

PHILADELPHIA - A week after coming up with just one catch for 17 yards despite being targeted seven times, Ted Ginn Jr. picked up two big first-down gains in the first quarter for the Panthers.
Ginn, who was acquired by the Panthers this offseason to compete for the No. 3 wide receiver position, picked up 23 yards when the Eagles' coverage broke down early in the game and then grabbed a 16-yarder late in the first quarter.
Ginn played primarily with backup quarterback Derek Anderson last week against the Bears, and the two had trouble finding their rhythm. Ginn's speed can fool not only opposing defenses, but also his own quarterback.
But with Armanti Edwards and Domenik Hixon sidelined Thursday, Ginn got his chance to play with Newton, and the lone throw that went incomplete was a 3-and-4 in the second quarter that was covered well by Philadelphia.
Ginn did not return kicks or punts for a second consecutive preseason game. Ron Rivera has said the staff knows what it has in Ginn, first on the depth chart, and wants to see what the other players have.
