That's because the sanctions didn't take affect until this year's class.

Penn State, for instance, will get 25 players in this year's recruiting class.

I am almost positive that OSU decided to start reducing their total with last years class. I am think (but am less sure) that all they have to do is be 82 or under for 3 years.

No, the schollies are still capped at 22 for this recruiting class.

I've actually never heard of this rule. I don't think they reduced the # we could sign, just the total, that had to be capped 3 under.

Not debating this at all, but can you please provide a link for this 22/yr cap? I've looked through some articles regarding sanctions and all they mention is the 82 cap for three years. Thanks.
