It was probably a forward pass, just think it should be harder to overturn those. Maybe one of the other views showed when the ball started to move but I couldn't tell for sure.

How can you call a fair catch on a ball that’s bouncing along the ground? The ball bounced before the guy raised his arm.
UCLA returned it for a TD at Rutgers, but it got called back for a ‘valid’ fair catch call.
Edit - I looked it up. You get ‘fair catch‘ protection on a ball in the air, or on a ball “immediately driven into the ground, strikes the ground once and goes into the air in the manner of a ball kicked directly off the tee”.
