Yes... punting on the class of 2015 is top notch strategy. I mean, I'm not @LordJeffBuck when it comes to these issues, but surely missing a class or two doesn't hurt you and makes you better over the long haul. Besides, if The Harbrau™ wants to do it, it's probably the right thing to do. I mean.. he did coach in the NFL and hired a bunch of NFL guys and stuff.
Michigan's current class of six players is ranked #68 by Scout and #102 by Rivals.

The closest that Ohio State came to "punting" on a class was 2003, when the Buckeyes lost out on several players late and signed only 15 prospects. The class was rated #25 by Scout and #41 by Rivals. That mediocre class was decimated when 9 of the 15 signees completed busted out, leaving just six players who made it through the program. If Ohio State's class of 2003 had been rated based on just those six players, it would've probably ranked somewhere in the range of Michigan's current class.

How were the Buckeyes able to survive that disastrous class?

1) Of the six players who made it, four were stars (Donte Whitner, Kirk Barton, Ashton Youboty, Anthony Gonzalez) and two more were very good (Todd Boeckman, David Patterson).

2) Ohio State's class of 2003 was preceded by a large, high-rated class (the class of 2002 had 24 signees and was ranked #3 by Scout and #5 by Rivals) and followed by a large, highly-rated class (the class of 2004 had 25 signees and was ranked #11 by Scout and #16 by Rivals). Michigan's class of 2015 was preceded by a small class (16 signees) with mediocre rankings (#27 by Scout, #31 by Rivals).

3) In 2003, Ohio State was coming off of a national championship season and the Buckeyes had a loaded roster. In 2015, Michigan is coming off a 5-7 season and the Wolverines have a bloated roster.

If I were Harbaugh, I'd punt on the class of 2015, weed out the roster, suffer through a 4-8 season, and try to rebuild for some sort of title run in 2017-2018. Of course, Michigan fan won't buy into that strategy, because they expect Harbaugh to work miracles, turn trash into All Americans, and win 11 games next year.

The 2003 class is a good point, but like you mention, it still had significant contributors in it. Even if he has a great recruiting class in 2016, I can't see how they'd be able to have a title run in 2017, they just wouldn't have the depth.

Harbaugh really is going to have to rely on Hoke's recruits for the next few years. He might do well with them right out of the gate, as the 2012 and 2013 classes were okay if I recall, so he should have some talented players outside of QB. On the other hand, 2016 or likely 2017 could be nasty rebuilding years since last year's class was "meh" and this year's class is a dumpster fire at this point. He'll likely be forced to start a lot of freshmen and sophomores in one of those years.
