They're downtown near the airport. Almost into the South Tampa peninsula where they're surrounded by Old Tampa Bay and Hillsborough Bay. They're inland enough to be protected from the surge, but they're at sea level, if not in a concrete basin, so I would be shocked if they're not flooded.
They are in 'Zone 1' and given the mandatory evac order last night. They're finally in the car and on their way to Ohio for the week. They got on the road about 5 or 6 hours ago.

while new yorkers and new jerseyans dominate the gulf side, midwesterners unfortunately flood the gulf side. no pun intended. lots and lots of buckeyes down that way. if i remember correctly, the new york times combed facebook pages to determine college football fandom by county. for any county below orlando, the only non-florida football program found among the top 3 was ohio state. the buckeyes are especially strong along the coast from clearwater to naples.
