Further risking the integrity of the blackout will be the cold weather and the fact that people will need to dress warm with whatever- probably not black- gear they have.

Like I said, they need to have boxes of xxl black shirts at the entrance of all the sections large enough to put over the top of a coat.

They won't and the blackout will probably suck and be spotted with other colors everywhere.
