OK, this question involves the same 5 bowls (Rose, Orange, Sugar, Fiesta, and Cotton).

Which two teams are tied for the most bowl game wins among all teams that have never won any of those 5 bowls?

You must give both teams, with no wrong teams. One right and one wrong will be marked incorrect.
