23 was erroneously considered correct, it's actually 25.

01 time with 14 wins
01 time with 13+ wins (2002)
01 time with 12+ wins (2002)
07 times with 11+ wins (6 of 11, plus 2002's 14-wins)
15 times with 10+ wins (8 with exactly 10, plus 7 with 11+)

23 is incorrect. It should be 25.

01 time with 14 wins
01 time with 13+ wins
01 time with 12+ wins
07 times with 11+ wins (6 of 11, plus 2002's 14-wins)
15 times with 10+ wins (8 with exactly 10, plus 7 with 11+)

=25.

BB73 - Damn, you're right! I made the same mistake.

BK - I obviously made the same mistake. I realized my mistake and came back to see who got it right and found out you made the same one I did. Oops.
