We had an interesting experience a while back
We took care of a pup whose owners visited their grandparents back home in the Caribbean
The pup did not respond to anything we said other than her name
I had some guesses and tried them out...
When the owners returned, I asked... do you speak to your pup in English
They had this big surprise on their face then laughed
"OMG.. No, we're sorry.. we speak to her in Spanish"

My dog absolutely responds to words. And tones. The tone might be more important, though. If I call her a bad dog, but in a pleasant tone (that drives my wife bonkers), she's happy. I do remember when I first met my wife I was at her house and I was singing "Rockin' Robin tweet tweet tweet" and her dogs started going crazy, jumping up and down.
