Hopefully he lives through this so you can salt his wounds and rinse the salt out with some sort of acid that won't kill him right away.

his body impacting the concrete at those speeds could cause damage that would require tax payer money to fix. better off to just put a bullet in his brain and be done with it. sad part of all this is the kid is probably better off when you consider the likely future abuse it would very likely have been subjected to.
