The heart story is 100% the workaround to allowing students on campus while not allowing football to be played. How else do you tell people football can't be played but 10s of thousands of students can come back to campus.

Will the NCAA allow transfers to not sit out a year?
If so, why stay and sit at a school without a football team when you can transfer and play now?

Not really. Aside from the GOR issue, this would likely draw a lot of backlash internally amongst the presidents and larger institutions/ADs.
