RR was an early pioneer of what are now widely accepted offensive philosophies, so in that regard he could coach (X's and O's).
OTOH, he was the embodiment of the "scheme coach" persona a la June Jones, Mike Leach etc. Total focus on their offensive scheme and, seemingly, total disregard for defense, special teams, penalties, turn overs, toughness etc. So I, personally, don't consider guys like that good coaches, I consider them innovators. Put guys like that in low stress environments and they will win some games. Put them in the deep end against guys who are better coaches, who have a better overall team/program and they get exposed.
While on the RR topic; his real undoing was his 3 star army approach to recruiting. We used to say that it seemed like he was still recruiting at WVU when he was at tsun.
The gump they currently employ to coach football at tsun recruits like RR and coaches like Hoke. As much as I enjoy typing every letter of that, it's even more glorious because it's true and it's dawning on the DFBIA.
