If the simplest explanation is the most likely, that's what we're looking at - Tressel didn't report a sure-fire NCAA violation despite multiple opportunities to do so in order to protect the eligibility of two key players.
It's not quite pay for play, but it's right next to it.

That said: Pryor is 3-0 vs scUM. Rose Bowl & Sugar Bowl MVP and one bad 1st quarter in Madison, Wisc. from playing for a national championship.
