His best option, in my opinion, would have been to Utah. The way Rising plays is very similar to how I think Devin would be best used and they have great coach.
At this point, a one step down program like Cincy or Marshall are his best option. Competition is less. Won't have to compete against some high priced recruit who is the "future of the program."
McCord had a golden arm. Frankly, I never saw much with Devin. If he’d stayed healthy he could have been a change of pace with his athleticism. But he was nowhere near a 4* talent.

I’m not talking about at OSU. Once McCord won the position, Brown was only going to see action due to injury. But at a school like Cal, one would think that a OSU transfer could win the position. Especially if McCord was able to win the spot at Syracuse, which is basically on the same level as Cal.
But like @Buckeyeskickbuttocks said, injuries affected Brown a lot. But at this point, if he can’t beat a true frosh at Cal, then he can either “burn the bridges“ again for Cal or head to a Mountain West type school. Best of luck
