Play In Game: Florida A&M vs. Niagara(-8.5)

Question about the "play in game" as a whole. Are these the two lowest seeded teams? I am guessing they are because they have to play a game just to get in the real tournament. However, maybe they are just reps from the conferences that caused the addition of the 65th team (I don't know).

Anyway, if they are the two lowest seeded teams, how come they don't play the overall #1 team (Florida)? How come Kansas gets them instead?
