Penn State Cult (Joe Knew)

It starts with what I would consider a good question about a football ruling that maybe has happened but to my knowledge never has.
Team-A lines up for a two-point conversion. The ball is fumbled or intercepted, the Team-B player is running for the opposite goal line (and two points) when he is brought down by a Team-A player by the horse collar, a penalty.

Is it a post-possession penalty in which Team-B retains the ball? Where on the field do they get it?

Or is the conversion play simply ruled "no good"?

My guess is that this guy is right:
conversion = no good , penalty assessed on kickoff

just spitballin what logically should happen as the two point conversion is an untimed down and a non possessive down

But then one nerd decides to throw PSU vs referees into the game:
It depends.

Is it a b1g conference game?

Is PSU Team A or Team B?

Do they not realize that the rest of the world laughs at how much they whine?
