I don't think they need to set up shop in State College or anything like that, but someone needs to be paying attention to the legal proceedings in case something pops up that might not be illegal but would could be an NCAA violation. PSU has at least demonstrated a lack of institutional control to some degree, but their lack of control has not been shown to violate any rules of amateurism or competitiveness, so the NCAA has no reason for major involvement at this point.
But, Pandora's box has been opened. They would be remiss not to take a peak inside.
If PSU was willing to cover up child rape, I'm sure that they would have no problem covering up $100 handshakes. Penn State has never been hit with a major violation!!!!!!! Their student athletes are rarely *convicted of criminal behavior!!!! That is no accident!
If anything, this current unpleasantness has shown that Penn State has unprecedented internal controls in place to make sure that unsavory behavior could never happen....and if something DID happen the elite Penn State Police department would snuff it out and put a stop to it in no time at all!
