I hear you, but posit that it could just as easily work the other way: a kid sees that you just signed two four star (but unknown to him) non-qualifiers at his position and decides to go elsewhere. Does a team like UF need oversigning to rank well? No, but with more reasonable totals teams like SCar, Ole Miss, Tenn, etc would typically be ranked quite a bit later.
