Bingo. If the NCAA has any credibility at all, they'd summon that lead official into NCAA headquarters, replay the video of that first down call, and ask him to explain himself. Then, no matter what he said, they'd relieve him from ever officiating any NCAA football game ever, for failing to make a call that my 90 year old grandma could've made. That guy has no business officiating college football ever again--he's shown that he lacks any ability to do so.

My wife managed to somehow not see that hit until about twenty minutes ago. I pulled up the whole sequence for her on ESPN3, starting with the fake punt and botched measurement. This was pretty much her reaction:
