He wouldn't have been aiming that low if he didn't initiate his dive after the QB already started his slide. That was totally avoidable and not very smart.

Agreed. I hate the targeting rule like everyone else but at the very least you can't lead with your forearm there. Not hitting a sliding QB has been on the books for years now. That's a play they practice
