NCAA punishes USC - Reggie Bush, OJ Mayo, Dwayne Jarrett, Joe McKnight investigation

USC running back Dillon Baxter was quite the sensation on the field during spring practice, drawing comparisons to Reggie Bush in the process. Today, he's creating quite the stir off the field. Kinda like Bush, actually, but in a much different regard for his football program.

According to a series of tweets from ESPN.com's Joe Schad, Baxter informed his school's compliance department -- they have one of those there? -- that five schools illegally contacted him on June 10. The same day USC was slapped with heavy NCAA sanctions, incidentally.

Those five schools? Fresno State (???), Oregon, Washington and -- the two biggest fish in this developing story -- Alabama and Florida.

As someone on record saying that Joe McKnight should have been unable to attend USC after he had phone conversations with Reggie Bush in violation of NCAA rules, allow me to propose this:

Any schools proven to have improperly contacted any USC frosh or sophomores should lose the ability to accept any USC transfers during the probationary period.

Yeah, I know it'll never happen - I just like to imagine a just world.

The NCAA Bylaw 14.8.2 reads, "the Committee on Infractions can recommend a waiver to allow student athletes to transfer and play immediately if the bowl ban is for the rest of their eligibility." And indeed, the NCAA Committee has reportedly granted such a waiver to the USC juniors and seniors, for whom the bowl ban would span the rest of their career. Now, they can transfer to the school of their choosing while avoiding the NCAA's designated one-year on the sideline for transfers.
In other words, aside from losing countless scholarships, bowl opportunities, recruiting leverage, and all sorts of revenue, the USC Trojans could have many of their best players poached by rivals in the ensuing months. They don't call it a "death penalty" for no reason.
Some of the more prominent Trojans that are now free to elsewhere include WR Ronald Johnson, RB Marc Tyler, LB Chris Galippo, and countless others with a 5-star pedigree and a free pass to head to the program of their choice. One guy that won't be leaving? QB Matt Barkley, a starter as a true freshman last year, and widely looked upon as the next great quarterback at Southern Cal. Now, you have to wonder...

At linebacker you have a good one in Chris Galippo but with our depth, it'd be tough to mix in another junior. All of that said, I'd say there is a 0% chence of Tress even sniffing around the program.

That was about the % I'd think too. Most of the players are from CA who probably wouldn't want to transfer to a snow belt school. In addition, you might have to almost guarantee someone that they're start to get him here and I don't think Tressel is about to do that. It just wouldn't be fair to the players already in the program. :)

No ramifications.

Kiffin is a scum bag. It's pretty well documented and USC doesn't care. They don't care about what has happened, what it has done to their image, nothing.

Kiffin and Orgeron will continue to operate the only way that they know how...on the outer edges of the rules.

Well since this story broke, one of the schools has already denied any contact, and Baxter has apparently lost his cell phone.

A lost cell phone does not = lost cell phone records. These calls would be easy to verify.

And here we have Lane Kiffin in his second HC job and one of his first actions at each school is to have his program accuse Urban Meyer of cheating.

I call shenanigans.

10.1 UNETHICAL CONDUCT
Unethical conduct by a prospective or enrolled student-athlete or a current or former institutional staff member
(e.g., coach, professor, tutor, teaching assistant, student manager, student trainer) may include, but is not limited

P.63 of the NCAA Report: The Committee on Infractions advises the institution that it should take every precaution to ensure that the terms of the penalties are observed. The committee will monitor the penalties during their effective periods. Any action by the institution contrary to the terms of any of the penalties or any additional violations shall be considered grounds for extending the institution's probationary period or imposing more severe sanctions or may result in additional allegations and findings of violations. An institution that employs an individual while a show-cause order is in effect against that individual, and fails to adhere to the penalties imposed, subjects itself to allegations and possible findings of violations.
