So wait. The article says starting with the 2023-24 season, which is the upcoming season. Are they going to try to apply the new rules to players who already transferred during the current portal window....BEFORE they passed the new rule?

Thinking is that he will end up at Miami.

I'd go with caution on guys like this who transfer out after 1 season. But the Miami's and Texas A&Ms of the world of course don't care, spray the darts and hope to hit a winner.

First, a player can receive immediate eligibility if they have a physical injury or mental health condition that pushed them to transfer from a school. Additionally, the NCAA will consider "exigent circumstances" that could force a player to leave an institution -- like sexual assault or abuse. No other factors will be considered, including academic considerations or playing time.

I'd add if the head coach leaves.
