I don't think it's racism to be honest. Racially ignorant? Yes. One individual, who may or may not have cognitive disabilities, holding a racially ignorant viewpoint and saying something stupid. Actual institutional and cultural racism would be something more akin to blacks not being allowed to play quarterback for generations because it was the widely held and unquestioned belief that they didn't have the mental ability to so. That's racism.
