Here's a noteworthy part of the Freeh Report, on the top of page 75.

This concerns Spanier, Curley, and Schultz not reporting the 2001 shower incident witnessed by McQueary. They had decided to report it, and then 1 day after Curley met with JoePa, they changed their minds and decided not to do so.

Several people told the Special Investigative Counsel that Curley is a State College native with a long family history at Penn State, including his father and brothers who worked at Penn State. A senior Penn State official referred to Curley as "Paterno's errand boy." Athletic Department staff said Paterno's words carried a lot of weight with Curley, who would run big decisions by Paterno. Others interviewed described Curley as "loyal to a fault" to University management and the chain of command, someone who followed instructions regardless of the consequences, and someone who avoided confrontation."
That should prove troublesome for the JoePa defenders who want to believe that Joe did all he needed to do by sending the information up the chain. Curley was the AD, but Joe told him what to do on important matters, as anybody familiar with PSU knew to be the case.

Spanier's response to the revised proposal included this gem (emphasis mine):

The only downside for us is if the message isn't "heard" and acted upon, and we then become vulnerable for not having reported it.
It might be time for me to start a vBet on when Spanier gets arrested and charged.

And this piece of information is also noteworthy, when Sandusky's attorney met with Curley in 2001.

Counsel said that Sandusky offered to give the child's name to Curley, but Curley did not accept this invitation."

From page 139:

For the past several decades, the University's Athletic Department was permitted to become a closed community. There was little personnel turnover or hiring from outside the University and strong internal loyalty. The football program, in particular, opted out of most of the University's Clery Act, sexual abuse awareness and summer camp procedures training. The Athletic Department was perceived by many in the Penn State community as "an island," where staff members lived by their own rules.

At first glance, aside from the hardest of the hardcore mutants, reality seems to be setting in on the ped aggy community. Though, many of them are still having a hard time admitting joe may have been a bit of a shit head, despite admitting he was complicit.

Penn State's cover up is reprehensible and in no way should the harm done to victims of child rape be compared to the harm done because a coach lied to NCAA investigators.
