As evidenced by the UNC/Tez Walker decision, the NCAA has been much more strict with cracking down on 2nd-time transfers (JT Daniels notwithstanding). I don't think Prime is going anywhere until 2025 at the earliest because Travis Hunter cannot risk transferring again, nor can Prime's daughter, Shelomi, who is on the women's basketball team.
Secondarily, the 25-scholarship per year limit was instituted by the NCAA in 2011 in response to Houston Nutt flaunting SEC "over signing" practices by inking 37 players in Ole Miss' 2009 class. Some coaches argued for eliminating the 25 per year limit because the debut of the transfer portal in 2018 had the effect that some programs were losing more players than they could sign. After the COVID debacle the competition committee agreed to suspend the limit for 24 months, beginning with the 2021/22 academic year. The suspension of that rule goes away this school year and the signing limits will be reinforced.
What Deion has done at Colorado, or what Lincoln Riley did at USC last year, may not be duplicable if the NCAA competition committee does not vote to eliminate the per year limit permanently.
