Should've kicked the FG. But from what I saw, assuming the yellow line on the field in the TV broadcast is accurate, the officials stole two first downs from Cleveland. Hunt extended the ball over the line to gain on 3rd down. Just because he pulled the ball back doesn't mean he didn't achieve that gain.
