Bottom line, I would think it's easier to take a CB and turn them into a safety than vice versa, and ergo a good CB is a scarcer commodity. I figure I'm missing something here, based on Oregon's position on Conley, but what am I missing?

Playing safety is more than just coverage though...Gareon is a SKINNY kid, and his build is that way as well. No offense to Gareon, b/c he's a stud at CB, but he 100% doesn't have that safety build where he'd play downhill and physical in run support and TE coverage.
Your overall gist makes sense, but CB's who typically move to safety are guys who have a safety mentality and physical traits a la a Malcolm Jenkins or Ronde Barber who for years showed toughness in run support.
Can you imagine a guy like Deion Sanders ever being asked to play safety? Not nearly physical enough....
