I don't know about the payroll being much lower. The only big contract that is up is Shaq (not counting Lebron), but if they win it all this year I'm sure they will bring him back at a lower price. Lower would still only save them 10-15 mil compared to the payroll this year. If Lebron does leave I guess they could trim around $40 mil from the payroll.

The Cavs are playing their worst game of the year perhaps, and with 7 mins. left in the 3rd quarter they've managed to tie it up.
