I would have to agree with Columbus being a better test than Cincinnati or the hellhole Cleveland. The problem with my home city (Cincy) is it is filled with wannabe hipsters and bandwagon a-holes these days. I would be afraid it would explode out the gate then not have any staying power. It seems as the city is just renovating different areas every few years just as the other area goes out of business.

I don't give a shit that Popeyes was originated in New Orleans.
their "cajun" food sucks.

the guy who owned popeyes (Al Copeland) did have few restaurants that were really freaking good.
but then they opened more locations, started cutting corners, and now it ain't all that.

you gotta find a mom and pop type place to find the good food.

but it's probably cheaper to get crabs/shrimp/fish from the Carolinas than trucking in good gulf seafood from Louisiana to Ohio.
I don't know that it would be that much cheaper. Central Ohio is a pretty large logistics area. I think Columbus is something like four hrs or less from 30% of the total us population. Not sure exactly but if anyone in the rust belt is getting gulf seafood, chances are It's already coming thru here

would a restaurant specializing in authentic South Louisiana food be successful up there?

and I don't mean a non-coonass trying to cook dishes that we serve here.

I'm talking a real schmuck from down here going up and opening a restaurant.
Jambalaya
Gumbo
Boiled seafood
etc.

would it work?
There used to be a place near me called Gloria. When it was small, it was unbelievable. Got too big for his britches and lost quality control, but to the question I believe it would work.
