The other two metrics I didn't add were TV sets (or population within a set distance from the university), and basketball record by # of tourney appearances or another such metric (say sweet sixteens).
From the list, UNC and Virgina are well above everyone else, placing the 4th on average. Of course, it also shows that Maryland and Rutgers were the two worst to go after, which suggests media markets probably play a very large part of the argument. If that's the case, then you'd think that metro areas that are pulled by Georgia Tech and Virginia are very important.
