You'd probably have to do something like that in order to preserve The Game. However, in order to allow for the proper rotation against teams in the other division (see Zurp's post, above), you'd probably have to put all of the rivals in separate divisions, or in the same division.
For example, Ohio State's rival is Michigan. Ohio State is in the South, Michigan is in the North. Every year, one of Ohio State's three non-division games will be Michigan, which means that Ohio State will cycle through the other five North Division teams in a home-away series every five years.
Indiana's rival is Purdue. Both teams are in the South Division. Thus, Indiana and Purdue will cycle through the North Division teams in a home-away series every four years.
Maybe it's no big deal, but it would affect scheduling.

I would love something like this. Actually, in the past I suggested a Big 10-SEC Challenge, which would be similar to Big 10-ACC Challenge in basketball. To make things fair, games would be scheduled in week 2 in one year, and in week 11 (right before rivalry games) in the next year. That way, we'd have southern schools playing in northern climates in alternating years, which would even the playing field a bit.
