Being somewhat familiar with the hell of being in the management layer of a big company that cared about not getting sued....there is no fucking universe in which someone up top didn't notice someone down below was getting a fucking 55% raise.

It just cannot happen.

Here's what I saw in the time I worked in public Higher Ed: If she is in his reporting line, he can assign her higher job level duties to officially change her job description, and justify the higher pay.

It all has to get sign-offs, but higher ups, and especially HR, pretty much depend on the word of the direct supervisor.

Still, this big of a change (with no job title change? no internal posting?) is doable but unusual. Rumors and complaints had to have started. There's no doubt people in charge were turning a blind eye, but their butts might be covered with properly processed paperwork.

I was remembering it more from the budget side. You only had so much to give and it was built into the software.
