I know I'm kind of reversing myself here, but once you get to at-large teams on the bubble, there's a decent argument for picking teams based on viewer interest. It's not like any of them are going to affect who the eventual champion is anyway. What's the point of a game that nobody will watch and will have no impact on the tournament?Plus their fans pay money and they travel well. Thats the main reason. $$$$

You say bubble teams can't compete, but in 2011 VCU had a run from the First Four to the Final Four. While you would think those play-in game teams aren't capable of impacting the tournament, that's not always going to be the case.
