I thought Coach Marrotti handed over 9.5 keys to the 2015 Ohio State Buckeye Machine to Coach Meyer in the opening Scarlet and Gray Days and I thought he said the "half key" was the specialists.

Or is it this?

A coach can be involved with multiple units, and multiple coaches can be involved with a unit (see Meyer's direct involvement with special teams). The nine units are just that: Units.

So your second list is what the nine units are.

He did say that about the specialists being a half unit. QB, RB, TE, WR, OL, DL, LB, CB, & S.

That's just what I see when I read Coach Meyer's quote about his goals here:

"My dream — we have nine units within our program — if you can take care of your unit, your nine coaches that we pay good money to, that are highly-trained elite coaches, and my job is to make sure the purpose is very clear, if I go into a game as the head coach of Ohio State and my units are operating at max — all nine are going — I think we win every game that we’ll ever play at Ohio State. It’s been true so far."

A big part of this philosophy is the role of "unit leaders", and when you consider that he has 9 assistant coaches, it seems to fit.
