All of the Michigan players listed above were recruits that Hoke "stole" from Meyer. They all supposedly have talent, but have been average to bust so far. Can Harbaugh really be a miracle worker? And if so, how long will it take him to "develop" his talent to a level that Urban Meyer has already achieved (and will presumably maintain going forward)?
Michigan has a lot of players with recruiting "stars" but very little real talent. Not only did Hoke recruit Michigan Men - soft, lazy, entitled, lacking dedication - he also recruited as if physical talent didn't really matter. Where are the impact players? Where is the speed? Where is the athleticism? Go watch the Sugar Bowl again and tell me how many Michigan players could see playing time for either team. There is a huge talent gap between Michigan and Ohio State or Alabama, and that gap cannot be closed simply by developing the existing talent ... because there ain't that much talent there to develop.
Harbaugh has to get rid of the Michigan Man culture and then bring in real talent, the type of talent that can compete with Ohio State. That's not going to happen overnight regardless of what Harbuagh does. He'd be better off blowing up the team and starting over than trying to become bowl eligible to satisfy the insane Wolverine fans who still think that Michigan is a top-5 program. You're not even a top-25 program at this point, and you've got a long way yo go to catch up with the upstarts like Ole Miss and Kansas State and Arizona (hah!), much less the true elites like Ohio State and Michigan State and Alabama.
