Which is better?

The first one, when you consider the numbers are from 10 games + one quarter. He had his highest rating in 2013 and had solid numbers outside of the two Lions games. Cutler still throws INTs, but he's otherwise a better player. He had 11 games of one or fewer TDs in 2008 while playing with Brandon Marshall in a joke division.
Similarly Romo's 2nd season vs. what you claim was his best:

346/522 66.3% 4184yds 8.02avg 31TD 10Int

No improvement there.
Years later, these are the same QBs they were in their 2nd year as starters.
Romo had 26 turnovers in his second season and 22 in his third. He had 13 in 2009, 15 in 2011, and 12 in 2013. Turnovers have been the only knock on him his entire time in the league. What do you think improvement is?

i wont argue, that he will need a good defense. I can't think of any SB winner that hasn't. But i will argue that he isn't a Flacco or Dilfer that required a dominant defense.

IMO he's a 2nd tier QB... still a step above Flacco etc.
And like I said earlier -- I'd take him in Cleveland in a heartbeat right now. But he's not the "top 3 QB" that's a given to win a Super Bowl.
And I don't buy the "he'll get better" argument either; NFL-ready QBs like very rarely make drastic improvements in the NFL. They are who they are when they came in.
Who he is today is who he will be 5 years from now when we'll be talking about Winston's anointed Super Bowls.

There are these things called "game logs". Way more useful when evaluating performance than obsessing over raw numbers.
As for Romo, he had 22 turnovers in 2012 -- convenient to leave that out.
I didn't mention it in the first place. I gave you his numbers in what I said were his best seasons against his second season, which is what we were talking about. 2012 was a bad season. His other recent seasons were not.

Manipulate the stats however you need to. There is virtually no difference between their 2nd years as starters and their career since.
You claimed Romo improved in turnovers -- 2012 demonstrates otherwise.
