If you look, when he punts them straight on, meaning it's not the rollout punt, the nose of the ball is on its way down. It's probably a miracle he's getting it 50 yards in the air, that kind of kick shouldn't go that far typically.
The rollout punts are specifically designed to prevent returns because they are more line-drive like. They aren't going to go as far unless there is a positive roll, which he seems to get more often than not.

Arch looks like he has a rag arm the few throws he's gotten to make down field have been not good to say the least

This drive needs to take a shot downfield. A fade or a post or something. Even if it's play action. Texas is FLYING up to the LOS and that needs to be paid for.
