The people I talk to expect 23 to 25. Lemming was also on the radio quoting Michigan coaches that they expect to give a full 25 rides this year.
That happens quite a bit up there...Asking a fifth year senior to not come back for their final season is not cool. Assuming the kid is well behaved.

What are some of Koger's official measurables? I looked around and couldn't find much. From his track photos, he does looks the part.

ND makes all their upcoming 5th year players to apply for that fifth year, and the school either says yeah or nay, depending on mostly if the kid can contribute. Michigan invites a player back for a 5th year if they are eligible only if they are likely to play. It's perfectly legal and good since they held up their part of the deal, allowing the kid free tuition for four years. Now compare that to the SEC where your scholarship is under review after each season, and tell me which is worse?
