Yup, I think so. I'd rank them at #4, behind the SEC, Big 10, and ACC. 83% in a top 4 conference is one hell of an achievement, even if it's not the best conference.
Since you guys had the statistical anomaly that was John Cooper, I think you tend to overemphasize the idea of "bad big game coach." The players play the game.
Anyway, Texas went 43-8 from 2001-2004. That's simply not underachieving in my book when you play in a major BCS conference.

Yup, we're overrated. The top football schools are always overrated because there's always some schools that surprise everyone. We're not the worst offenders by far in the overrated category (Texas A&M and Notre Dame are much worse). For a statistical analysis of this idea, look here...
