I think you're confused. We're at the number currently! The 20 man recruiting class won't be reflected till next season with only 6 seniors graduating. So before the 2017 season is what everyone is worried about.
He's talking about the receiver group as a core because there's a lot of burners in there that just have been waiting their turn and referring to the interior DL with some converted DEs to DT in Jones and Cornell bring less size but more speed to the position.

Yes 2nd tier like in the draft after usually the 1st group of elite RBs typically 2-5 guys there's a drop off to the next tier of caliber in backs. He has a lot of good qualities and good film but nothing that screams he's a top 5 back, just merely in the bigger group of RBs behind them. Cool...
