Wisconsin's defense is decent to pretty good. They've allowed a ton of garbage points all season just like it would have been if Wisconsin scored right there. Both teams know the situation on the field and there's less pressure on the O and more complacency with a playing not to lose style that doesn't exist throughout the game. Look at what just happened. Wisconsin moved the ball on OSU better than they have all day, pretty much, but the Buckeyes made a key play. Either way it wouldn't have really mattered all that much.

I don't think OSU's offense is very hot, but that's not indicated by just being outplayed by a "mediocre" defense, although maybe to the extent which they have.

Fresno State made the UW D look pretty average.

Well, in fairness, they barely set foot on the field in the 3rd quarter after developing some momentum on the final drive in the first half.
