$3000 is only about 1 week's worth of overdue fines from a late OhioLink book. Library fines are a bitch. If Gwaltney happened to stumble into the library by accident one day, he may still have some overdue books.

This comment makes me think there is no way the transfer can easily work out.
"Jason's first priority is to get himself right academically," Rodriguez said in June. "If and when he does that -- and that is a big if and when -- then we will entertain the thoughts of possibly letting him earn himself back on the team from a walk-on status."
Translation: Jason would have to pay tuition as an out-of-state student.
At WVU that is currently $23,604 per year. Now, if he cannot close out a $3,000 bill at a local Community College, the likelihood of paying his way for a full year at WVU seems slim.
What may work better is to transfer to a University in New York state, such as Syracuse, though perhaps the diminished eligibility is an over-riding concern.

MORGANTOWN, W.Va. (AP) -- A West Virginia University football player and a former player are facing various charges after weekend arrests in Morgantown.
Free safety Quinton Andrews, 19, of Miami, Fla., was charged Saturday morning with obstructing an officer, Chief Deputy Al Kisner with the Monongalia County Sheriff's Department said Tuesday. Former Mountaineer running back Jason Gwaltney, 20, of Morgantown, was charged with underage consumption of alcohol, speeding and failure to produce an operator's license.
