Jeff, it is very impressive that tOSU is at 2. It is not chopped liver that UF is at 11.
Actually, from 1989-2008 (the rather arbitrary 20-year period that you mentioned in your original post), Florida State has the highest winning percentage (.787), followed by Florida (.777) and then Ohio State (.769). The Gators actually take the lead in winning percentage for the periods 1990-2008 and 1991-2008, while the Buckeyes take over the top spot for each of the following periods: 1992-2008; 1993-2008; 1994-2008; 1995-2008; and 1996-2008; with Florida being in second place for each period except 1996-2008, when they fell to third (despite winning an NC that year). So, I guess you could say that the two programs have been more-or-less equal over the past two decades, except that Florida is 3-0 in NC games, and Ohio State is 1-2, with the voters killing their title shots in 1996 and 1998 (in both years, Ohio State won its bowl game and finished #2 in the polls) ... and of course, Florida has a victory in the only head-to-head contest.

My Buckeye memories go back only to the early 70's, but I'm sure that our older fans still have fond memories of 1968, 1961, 1957, etc. Your point is well taken, nevertheless.

From 1933-1960 (28 seasons), the Big Ten won twelve NC's (Minnesota 1934, 1935, 1936, 1940, 1941, 1960; Michigan 1933, 1947, 1948; Ohio State 1942, 1954, 1957), and midwestern schools won an additional eight (Notre Dame 1943, 1946, 1947, 1949, 1953; Pitt 1936, 1937; Michigan State 1952). Taking out the "duplicate" titles (1936 and 1947), that's still 18 NC's in 28 years, which is truly amazing (and Ohio State still got screwed in 1944!).
Since 1960 (49 seasons), the Big Ten has won only five NC's (Ohio State 1968, 2002; Michigan State 1965, 1966; Michigan 1997), with only the Buckeyes' pair being "consensus". Midwestern schools produced seven additional titles (Notre Dame 1966, 1973, 1977, 1988; Penn State 1982, 1986; Pitt 1976). Again, eliminating the "duplicate" title (1966), that's only 11 NC's in 49 years. During the same period, the SEC was won fourteen NC's, and the south has added another nine, for a total of 23 in 49 years, or double what the Big Ten region has produced.
