It can't be pass interference. Either it's thrown behind the line and there isn't any pass interference or it's illegal man downfield for the lineman in front of the receiver.

If the throw is across the LOS and those OL are all downfield, its a penalty for sure...on Iowa.
If it is behind the LOS, since the OL are all downfield, he is fair game before that ball gets there.
