I tried the search feature nut could not find the thread about MR FIX IT jobs where toilet bowl flaps were discussed. I thought I remembered something about soaking them in vinegar to stop them from leaking.
Any ideas?
 
First soak them in bleach, then vinegar. Let flap dry completely and then do the following.

1) Put in ziploc bag
2) Heat oven to 315 degrees
3) Place ziploc bag on a pizza pan/stone or aluminum foil (either one works)
4) Heat for about 7-8 minutes (This gets rid of the microbes that cause the
leaking)
5) Once flap cools down soak in lemon juice to seal the leak.
6) Allow to dry for 4 hours exactly and then spray with an
industrial adhesive.
7) Reinstall

How about:

1) Go to Home Depot and buy new flap
2) install it.

Just clean the underside of the flapper with bleach. That should clean off some of the built up crud. If that does not seal it you may need a new flapper.
