This isn't the case here if anything it is the Titans who always play the Colts tough but if....

The Colts felt safe that they could beat the Chargers and the Titans, but were 'scared' of the Browns due to matchups; would it be unethical for them to throw this game?

IMO yes it would be. That goes back to teams losing for a better draft pick.
Taking out the starters to rest them but the backups are still playing to win is alright ethically in my book. Straight up throwing the game? thats crossing the line. Although it wouldn't surprise me if this happens/happened sometime because as we know the NFL is a buisness.
