That's a little too simple.....the team that wants it the most, that has the most heart, that plays as a team and scores the most points- that's who wins the game.

you need more time with the rulebook.

not true. nor accurate at all. you can have flags, even
you can have a team logo at the apex or neck of the jersey
you can have logo or stars on the inserts (max 4 inch insert)
you can have flags
you can have commerative patch
no manufacturers or distributors logos (at all)
you can only have two names on the jersey (team name, mascot or nick name, player name)
[note this is only for the game (top) jerseys]
