I believe those are called radiators.So in my appartment there are actually like heaters. Like metal ones near the windows that you have to turn a knob, and the pipes make noise, and then the metal rings get hot. Is this done by steam or gas or what? I'm asking cuz it smells funny.

As was mentioned earlier, it could just be dirt or even paint that is being heated and causing the smell. If you just started renting the apartment, then it might have been recently painted, which would be my first guess.
If the smell persists then you should contact your landlord.
